Yes. Most English educated Chinese can speak Chinese but not read. You have to put in a lot of afford before you can do so.
Like what I said previously, you have to know hanyu pinyin, then only you can look for pronunciation and meanings in dictionaries. Hanyu pinyin is sort of linguistic, but is easier to understand.
I would start with Chinese communications. You can then learn and use it. Don't afraid someone would laugh at you or shy to ask someone who know.

L5: Can I Learn Through Primary Text Books? 从小学课本学起
Yes. But it is quite a boring process and time consuming. You have to look for short cut. For the Chinese, though English educated, they would catch up much easier than the other races. I recommend them to sing karaOK, view Chinese movie, news or any Chinese programs. It would be fun.
For those parents who have kids in Chinese school, may listen when their children read the text or any reading materials.
But for the non-Chinese who has totally no basic, you have to follow all the lessons here. You will see the different after a few months.

L4: 4 tones and light tone 四声与轻声
One special characteristic of pronunciation of Chinese Language is 4 tones. Quote an example:
ō ó ǒ ò
Words are pronounce according to the vowels, combination of consonants and vowels and tones. The symbols of the 4 tones place on top of the vowels. Rules later.
The Chinese may not have problem pronounce the 4 tones, but not the other races. You need more practice.
Light tone will only teach in later stage.

The Chinese Language vowels and consonants use alphabet a-z too, just for convenience, esp. typing, invented about 30 years ago. Symbols were used before that.

I have been asked by someone for Chinese Language tuition. Well, for children, they may need to attend the formal tuitions. But adults should learn in different ways. Different approaches should be used to let them master (or rather able to use) the language in a short time.
